In 2021 Uganda allocated 4.67% of its gross domestic product and 4.88% of its total domestic budget to health. The government contributed 22.53%[1] to the current health expenditure (CHE) through taxes while donors contributed 42.46%[1] in 2021. Voluntary health insurance accounted for 3.11%[1] of CHE. Out-of-pocket (OOP) expenditure is high, representing 31.25% of CHE.

Over the past decade, significant strides have been made towards the implementation of the mandatory national health insurance (NHI), with the passage of a related bill in parliament in 2021.
