The Resolution of the President of the Republic of Uzbekistan “On measures to implement mechanisms of state health insurance” was adopted (PP No. 311 dated September 5, 2024). State health insurance is to be introduced in Tashkent and the Syrdarya region from October 1. At the first stage, no additional funds will be collected from the population; their taxes will be accepted as insurance contributions.
The concept is centered on enhancing healthcare accessibility and quality, optimizing public resources, and creating a scalable, phased implementation model. By starting in the Syrdarya region and Tashkent, the initiative seeks to address systemic challenges and lay the groundwork for nationwide adoption.

- Funding Allocations: The resolution allocates funds to support the implementation of national health insurance mechanisms, including:
- 11 billion UZS from the republican budget to the Republic of Karakalpakstan.
- 10 billion UZS from the local budget to the city of Tashkent.
- 5 billion UZS from the local budget to the Syr Darya region.
- Medical Equipment Provision: Starting from 2025, necessary funds for equipping medical institutions with medical equipment are to be included in the state budget. Attachments 3-6 outline the detailed list of required medical equipment by region.
