Benin has validated a unique methodology for identifying the poorest for social protection programs. This approach recommends a pre-identification of the poorest by the communities and a final refinement through a PMT survey to determine the poverty levels of each poor household.
After five (05) years of operationalization of the unique guide for identifying the poorest and the Government’s decision to broaden the target of beneficiaries of social protection programs in Benin to the non-extreme poor, the Comité National Socle de Protection Sociale proceeded to revise it in March 2018. This guide, which complements the document on the unique methodology for identifying the poor (extreme or non-extreme) for social protection programs in Benin, is intended for all those actively involved in implementing the unique methodology for identifying the poor (extreme or non-extreme). It sets out the various stages in the process of identifying poor households (extreme or non-extreme) at local level, and describes the roles and responsibilities of each player involved.
