This report provides a comprehensive overview of Liberia’s health financing landscape, with a focus on HIV, tuberculosis, and malaria. It highlights the challenges the country faces in financing its health sector amidst declining donor funding and limited domestic resources. Despite commendable efforts, such as allocating 14.6% of the government budget to health in 2017/18, Liberia still faces significant resource gaps. The report explores current financing mechanisms, opportunities for increased domestic resource mobilization, and strategies for improving efficiency and sustainability, including the potential role of national health insurance and tax reforms.
