This report charts the history of the National Health Insurance Law (NHIL) passed in 1995 that enabled sustainable, high-quality medical care to all eligible Israeli residents. It is based on key takeaways from the 19th annual Dead Sea conference (held by the Israel National Institute for Health Policy Research) on twenty-five years of NHIL. It summarizes the insights and recommendations from this conference.
