CNLE opinion on complementary health insurance

Every year, the Social Security Department (DSS) produces a report on complementary health insurance (C2S). In accordance with the law, the National Council for Policies to Combat Poverty and Social Exclusion (CNLE) is asked by the Government to issue an opinion on this annual report.

At the end of 2023, the CNLE was asked to issue an opinion on complementary health insurance (CSS), in accordance with article 862-7 of the French Social Security Code. The annual report on the CSS was presented by the Social Security Department (DSS), which is coordinating the drafting of the report and the evaluation of the system in conjunction with the relevant departments (Drees), the National Health Insurance Fund (CNAM) and the Mutualité sociale agricole (MSA).

The opinion was drawn up by a working group comprising members of each college, which met twice. It was chaired by Dr Bernard Moriau, Médecins du Monde. A workshop on the care pathway was also organized with members of the 5th college, with the support of KPMG. This opinion is the fruit of the work of the working group, but also of observations from this workshop and additional contributions sent in by certain members of the CNLE. It was adopted at a special Council session on January 25, 2024.
