The Liberian Ministry of Health and Social Welfare (MOHSW) developed the 2008 Basic Package of Health Services (BPHS) as part of its National Health Plan to standardize health services and ensure universal access. BPHS focuses on decentralizing services to improve coverage. County hospitals, which provide both primary and secondary care, are a key component of this plan, offering services such as emergency obstetric care, surgeries, and specialized care for an estimated population of 200,000. Phased costing exercises estimate the resources needed for BPHS implementation, with variations in costs based on hospital size, bed occupancy, and staffing. These findings inform planning and budgeting, though gaps remain in data on catchment populations, staffing norms, and cost records.
