Federal Law “On the Fundamentals of Health Protection of Citizens in the Russian Federation”

This Federal Law regulates relations arising from ensuring health protection of citizens in the Russian Federation and determines:

  • 1) legal, organizational and economic foundations for protecting the health of citizens;
  • 2) the rights and obligations of individuals and citizens, individual groups of people, and guarantees for the implementation of these rights;
  • 3) the powers and responsibilities of state authorities of the Russian Federation, state authorities of constituent entities and local government bodies related to health protection;
  • 4) the rights and obligations of healthcare and other organizations and individual entrepreneurs when carrying out activities related to health protection;
  • 5) the rights and obligations of health workers and pharmaceutical workers.

The law has 14 chapters and 101 articles. Chapter 10 focuses on the state-guaranteed free provision of medical care to citizens. Chapter 11 is titled “Financial support in the field of health care” and describes sources of financing in healthcare (article 82), and payment (reimbursement) for medical services (Article 84).

The law was approved on November 21, 2011 by the President of Russian Federation, and latest changes were approved on December 25, 2023.
