The aim of the study is to identify budgetary room for maneuver in the health sector in Côte d’Ivoire. To do this, it mobilizes two types of approach. The first is an estimate of the State’s general budgetary effort, based on methods developed in existing literature, the gains from which could be applied to the healthcare sector. The second approach is to look retrospectively for possible efficiency gains in public spending, in particular through better allocation and use of existing resources, and to estimate the possible margins this would generate for the sector. The methods derived from each of these approaches are developed in the respective sections of the report. To put this dual analysis into context, the study presents an overview of the performance of the healthcare system.
