Uganda is a signatory to the sustainable development goals (SDGs) and therefore is committed to attaining universal health coverage (UHC) for all. According to WHO, the goal of UHC is to ensure that all people obtain the health services they need without suffering financial hardship by having to incur out of pocket expenses to pay for said services. In order to achieve its mandate of providing quality and affordable care to all, the government of Uganda proposed the NHIS bill in 2012. This policy brief “Getting it right: Uganda’s proposed national health insurance scheme (NHIS)”, provides a comprehensive review (from a human rights perspective) of the proposed NHI bill of 2012.
