From 2012 to 2016, public financing in Paraguay grew by 10% and private financing by 13%. In per capita terms, this means that each Paraguayan invested an average of US$ 337 per year in health care.
In those five years, 53% of health spending was made by public entities, while the remaining 46% was covered mainly by households.
The main sources of financing in 2016 were tax collections made by the government with 32.1% of the total and social contributions obligated by the Social Security Institute with 19.6% of the total. In the private sector, the largest source was household income, which represented 38% of the total. The sources of voluntary payments from individuals and households constituted 10% of the total, which together accounted for 48% of the sources. External credit funds were not very representative, constituting 0.1% of the health system’s total funds.
