The Health Financing Strategy (HFS) 2017-2027 for Zambia aims to enhance the country’s health financing framework in line with national health goals. Developed through a participatory process led by the Ministry of Health and the Health Financing Technical Working Group, it addresses challenges identified through a comprehensive health financing system assessment. These challenges include constraints within and beyond the health sector such as fiscal limitations, high debt levels, and reduced donor support due to Zambia’s economic status. The HFS proposes a 10-year plan focusing on
- increasing private sector involvement
- leveraging public-private partnerships
- optimizing household payments for health services
- and enhancing cooperation with financing partners.
Its objectives include advocating for greater government funding to health, protecting households from financial burdens related to healthcare, and improving the efficiency of health service procurement.
