The government of Ghana launched the NHIS in 2003 to improve Ghanaian residents’ access to health services at the point of care by lessening financial barriers. The system continues to face challenges including some related to delays in submission and reimbursement of claims. The authors in this study assessed views of stakeholders on claims submission, processing and re-imbursement under the NHIS and how those affect health service delivery, and the performance of the NHIS in Ghana. The study employed qualitative methods where in-depth interviews were conducted with stakeholders in three administrative regions in Ghana. Among the challenges noted include lack of qualified staff to process claims and poor quality data. Stakeholders suggested that regular monitoring of health facilities could potentially reduce errors on claims reports and delays in their reimbursement.
