Law of Mongolia “On Health Insurance” (2015)

The purpose of this law is to establish the principles and scope of compulsory health insurance in Mongolia, to ensure that every citizen of Mongolia is insured and pays premiums for health insurance in accordance with the law. The law also aims to create a fund to share the financial risks that may arise due to health among the insured, to allocate and spend the funds of the fund, is to regulate the relationship between the health insurance organization and the health care and service provider organization, the government, and citizens.

Related legislation that supports the implementation of health insurance includes the Constitution of Mongolia, Law on Health, on Medicines and Medical Devices, Law on Insurance, General Law on Social Insurance, Law on Social Welfare, Law on State Inspection, Law on State Audit, and the Law on Budget.

This law is effective since July 1, 2015, with certain parts of it (Section 8.1, Section 8.2.4, and Section 15.1) effective since January 1, 2016.
