This Law regulates relations related to the organization and prevention, legal, economic and financial issues of medical care and services, ensuring the implementation of the constitutional right of a person to health protection, as well as issues of circulation of medical devices.
The Law of the Republic of Armenia on Amending the Law of the Republic of Armenia “On Medical Care and Services to the Population”, adopted on May 20, 2020, by the President of the Republic of Armenia, A. Sargsyan, introduced changes to the primary law governing healthcare and medical services in Armenia.
The main goal of the concept: create a comprehensive, accessible, sustainable, and effective healthcare system that encompasses prevention, diagnosis, treatment, rehabilitation, and population services while ensuring the protection of citizens’ rights to health.
Key elements of the concept:
- Citizens’ Rights:
- Guaranteeing the right of everyone to receive medical care.
- Protecting patients’ rights, including the right to choose a doctor, confidentiality, and informed consent.
- Levels of Medical Care:
- Distinguishing between primary, specialized, and inpatient medical care.
- Creating conditions for timely access to services based on health status.
- Prevention:
- Strengthening measures to prevent diseases, including vaccination programs, health education, and early disease detection.
- Financing:
- Utilizing a mixed financing model: government budget, insurance contributions, targeted programs, and private sources.
- Establishing a transparent mechanism for the distribution of funds.
- Quality and Standards:
- Developing standards for the provision of medical services.
- Creating a system for quality control and monitoring the effectiveness of medical care.
- Integration of Information Technologies:
- Using electronic systems for patient accounting, management of medical institutions, and data exchange.
