By Resolution No. 28 of the Council of Ministers dated January 19, 2021, the State Program “Public Health and Demographic Security” for 2021-2025 was approved. Its goal is to create conditions for improving the health of the population, covering all stages of life, improving the quality and accessibility of healthcare services. The state program will contribute to the achievement of the country’s national security indicators in the field of healthcare and demographic security, as well as the Sustainable Development Goals at the national level (SDG 3 “Good Health”).
In accordance with the State Program, the priority areas in the field of health protection and demographic security until 2025 will be the following:
- strengthening reproductive health, developing a culture of healthy lifestyle and health preservation;
- improving the system of support for families with children, improving their living conditions, strengthening the institution of the family;
- development of outpatient and polyclinic services;
- development of regional healthcare, including interregional and interdistrict centers.
The key part of the State program 2021-2025 that describes health system reforms, including health financing strategies, is presented in Chapter 8, Subprogram 6 “Ensure the functioning of the healthcare system of the Republic of Belarus”.
This subprogram aims to, among other goals, to:
– increase the efficiency of using the financial, material and human resources of the industry, including through the development of state social procurement mechanisms;
– transition from itemized financing of healthcare organizations to a system of financing based on achieved results;
– acceleration of innovative development of the healthcare industry based on the creation and implementation of new effective treatment and diagnostic technologies and the use of medicines;
– continue the digital transformation of healthcare;
– expand funding volumes through the development of public-private partnerships, as well as incentives for the population to purchase voluntary health insurance.
