The CGDev Note proposes Gavi’s New Compact for country-led vaccine prioritisation and financing reforms to strengthen health systems amid COVID-19 challenges and fiscal pressures, aligning with global health goals.
Health aid is fragmented and burdensome, lacking country ownership, and COVID-19 has exacerbated these issues. Gavi’s upcoming strategic period, “Gavi 6.0,” presents an opportunity to address these challenges. This CGD Note proposes a New Compact between Gavi and partner countries to improve health service financing by prioritising country-led efforts and financing high-priority vaccines. The proposal includes policy shifts to rework health service financing, enhance pooled procurement, strengthen market shaping, ensure comprehensive coverage, and advance donor harmonisation. These changes aim to create more effective, sustainable health systems and better align Gavi’s efforts with the evolving global health landscape leading up to the 2030 Sustainable Development Goals deadline.
