The overall aim of this study is to :
Contribute to the development of a health financing mechanism based on the pooling of PBF-G funds, with a view to optimizing resource mobilization, reducing financial risks, reducing barriers to access to health services, reducing waste, promoting efficiency and reducing inequalities in health care coverage, in preparation for achieving universal coverage of health care and services.
Three (03) deliverables are expected at the end of the mission:
A provisional report which will be presented at a feedback session to the enlarged CT – FBP and which will be finalized after integration of the observations and remarks made by the participants and the various actors involved in the implementation of the EU-PASS-FBP2 program and the managers of the Burundi MSPLS directorates involved in the study. The provisional report must be sent no later than 7 days before the date of the feedback session;
A final report on the study, to be sent no later than 15 days after the feedback session;
A brief capitalization note with proposals for the operationalization of the selected mechanism, including its management mode and a proposed timetable for its effectiveness.
