Political Constitution of the United Mexican States

Article 4 establishes that everyone has the right to health protection.
The bases and modalities for access to health services are defined by law and the concurrence of the Federation and the federative entities in matters of general health is established, “in accordance with the provisions of section XVI of article 73 of the Constitution”.
The welfare health system is also defined by law, with the purpose of guaranteeing the progressive, quantitative and qualitative extension of health services for the integral and free attention of people who do not have social security.
