This document is a transcript of what the participants said during the laboratory. It documents the exchanges that took place in the form of questions and answers, as well as the participants’ substantive contributions. This document does not repeat the content of the country presentations available elsewhere, but complements them. Its aim is to provide as exhaustive a record as possible of the rich daily exchanges that took place between the 40 laboratory participants. It is therefore presented as “the acts” of this laboratory. The laboratory’s key messages are the subject of a separate document based on these proceedings and presentations.
