Public financial management: A pathway to universal health coverage in low-and-middle income countries

The Journal of Health Systems and Reform, has published Public Financial Management: A Pathway to Universal Health Coverage in Low-and-Middle-Income Countries, a study by Hélène Barroy, Pierre Yameogo, Mark Blecher, Martin Sabignoso, Moritz Piatti, and Joseph Kutzin. This research explores the critical role of public financial management (PFM) in achieving universal health coverage (UHC) in low- and middle-income countries (LMICs). While public funding is essential for expanding health services and reducing financial barriers to care, traditional PFM systems often impede health sector reforms due to rigid budgeting structures, inefficient allocation mechanisms, and weak financial oversight.

The authors draw on empirical research conducted by the World Health Organization (2017–2024) to examine how LMICs are adapting their PFM frameworks to enhance efficiency, accountability, and flexibility in health financing. The study highlights successful policy interventions, offering insights into how countries can align their financial systems with health system goals.
