The Local Health System Sustainability (LHSS) project under USAID’s Integrated Health Systems IDIQ helps low- and middle-income countries move towards sustainable, self-financing health systems as a means of supporting access to universal health coverage.
The aim of this study is to describe the situation of health financing, including aspects of governance, public finance, and mainly those related to the three functions of health financing: resource mobilization, pooling and purchasing of services. This is a descriptive, retrospective and analytical study, focusing on the period 2006 to 2023, using traditional methods such as literature reviews and key informant interviews to explore the context and identify obstacles and bottlenecks to adequate financing of the sector, as well as lessons learned and opportunities for solutions. Health financing in the DRC remains dependent on the implementation of the National Health Development Plan (PNDS ) in its vision to accelerate progress, and in the dynamics of the national strategy, towards universal health coverage by 2030 (World Bank 2019).
