The National Health Strategy 2023 – 2030 of Romania (labeled as Annex no. 1) and the corresponding Action Plan for the period 2023 – 2030 (labelled as Annex no. 2) are approved by the Government Decision and are available at the Ministry of Health’s webpage here. The Government’s decision that approved the above two key documents also states:
“3. The Ministry of Health, the National Insurance House, the ministries and other specialized bodies of the central public administration, as well as the local public administration authorities are obliged to carry out the measures specific to their field of activity set out in the Action Plan.
4. The financing of the measures set out in the Action Plan is ensured from the approved budget of each institution or public authority responsible for implementation, within the limits of the funds allocated for this purpose.
5. Annexes 1 and 2 are an integral part of this decision.”
Three key strategic directions (goals) set out in the above strategy are: safeguarding and promoting public health, delivering top-quality healthcare services and technologies that are both safe and accessible, and ensuring the efficiency and coherence of the entire healthcare system.
This National Health Strategy contains the country’s health financing strategy among its components. It is described in more detail section 6 titled “Ensuring the sustainability and financial resilience of the health system” on pages 36-38 of the original document (Annex 1) in Romanian language.
