Special Law for the constitution of the Solidarity Fund for Health

The purpose of the law is to establish the legal mechanisms for the financing and management of special programs for the preservation of public health and social assistance.

The law that created the Solidarity Fund for Health (FOSALUD) in El Salvador emphasizes the establishment of mechanisms to address issues related to the extension of coverage of essential health services in rural and urban areas of the country, as well as emergency medical care. Its main objectives are: a) To ensure the financial sustainability of FOSALUD, as well as institutional efficiency and effectiveness; b) Promote the creation of special programs to expand the coverage of health services for the attention of users and inhabitants in general, particularly those who do not yet have access to basic health services; and c) To formulate and implement comprehensive programs that meet the basic health needs of the most vulnerable population of the country; in coordination with the Ministry of Public Health and Social Assistance.
