Niger’s Ministry of Health has commissioned a WHO study “to determine the benefits of free health care and other insurance mechanisms with a view to setting up Universal Health Coverage in Niger”. The ToR for the study stipulates that it will be carried out by a national consultant with the support of a WHO expert.
The study will be the subject of two reports. The first, which is the present document, deals specifically with the policy of free health care as defined in part I.a., as well as its place in the perspective of universal health risk coverage in Niger, or “protection against financial risk”. Other “freebies” and other health risk coverage mechanisms will be the subject of a separate report.
This work follows on from the P4H mission held from July 17 to 20, 2018.
In particular, this work proposes an overhaul of the free access scheme.
