According to the studies carried out, the implementation of Couverture Maladie Universelle
(CMU) requires additional resources over and above the planned contributions
by Law 2014-131 of March 24, 2014.
We therefore need to find additional financial resources in order to ensure
the financial equilibrium of the Caisse Nationale d’Assurance Maladie and thus perpetuate
CMU.
To this end, the Caisse Nationale d’Assurance Maladie is initiating, with financial support from
the World Bank through the Health System Strengthening Project and the
de Réponses aux Urgences Epidémiques (PRSSE), a study aimed at determining
mechanisms and procedures for mobilizing financial resources
for Universal Health Coverage. A consulting firm
specialized in tax issues is therefore required to carry out this study.
The targeted resources are tax-based.
