Technical Assistance to support the implementation of CMU in Niger: Progress Report July-December 2020

1. Project for the implementation of the renovated free healthcare management system
The process that led to the free health care reform project is described below:
– The scoping report for the October 31, 2019 mission (first deliverable);
– the deliverable defining the institutional and functional framework of the national free healthcare management structure, validated in March 2020 (second deliverable);
– the deliverable defining the framework for “business” procedures for direct billing and health risk management (third deliverable), validated in October 2020;
– Fourth deliverable: INAM budgetary and accounting procedures manual, validated in October 2020
2. Activities related to the strategic steering of the CSU process
The system for managing the free service is evolving as part of an overall review of the implementation of the CSU in Niger. This raises major challenges, particularly in terms of management, financing and the necessary trade-offs.
3. RWG/CSU activities
– preparation and organization of workshops to finalize the CSU strategy;
– Preparing the missions of consultants involved in CSU activities;
– preparation of TORs for the CMU bill.
