In July 2016, Burkina Faso adopted the National Economic and Social Development Plan (PNDES) 2016-2020. In order to operationalize this reference framework, fourteen (14) planning sectors have been defined to be endowed with sectoral policies. These sectoral policies will be implemented through operational action plans (PAO) drawn up by the various ministerial departments belonging to the sectors, in line with the priorities defined in these sectors. This three-year rolling action plan for the Ministry of Health has been drawn up to help operationalize the health component of the three sectoral policies: “Health Sector Policy”, “Research and Innovation” and “Labor, Employment and Social Protection”.
The document gives a good picture of the situation in the sector. On the other hand, it raises the question of aligning the sector’s performance monitoring framework for the PNDES with the performance monitoring framework for program budgets.
