The overall objective of this study is to analyze and align financial resource allocations with the health sector’s priority objectives, thereby providing evidence to support decision-making to improve allocative efficiency. Specifically, this involves :
evaluate the criteria used by the Ministry of Health to allocate financial resources to a sample of public health facilities at different levels of care;
identify the bottlenecks hindering a positive correlation between increased financial resource allocations and the expected performance of healthcare facilities;
propose financial resource allocation criteria and distribution keys, taking into account quick-win interventions based on departmental priorities and health facility performance;
propose a mechanism for monitoring and evaluating the correlation between increased funding and health service performance.
