One of the aims of universal health coverage is to enable everyone to have equitable access to health care and services. This means that the use of health services is determined by health needs rather than other factors. The aim of this policy brief is to inform decision-makers about the factors that influence people’s use of health services, and the obstacles they face that lead them to forego these services.
