The main aim of the Malagasy national pharmaceutical policy is to “ensure the long-term availability and physical and financial accessibility of quality essential medicines and medical consumables in the Malagasy health system”.
However, a number of malfunctions have been identified:
(i) the absence or inadequacy of control and supervision of drug depots by the competent authorities;
(ii) the lack of traceability of medicines of dubious origin;
(iii) non-compliance with the rules of good storage practice and ;
(iv) non-compliance with the rules of good dispensing practice
