For over three decades Zambia government has explored the prospect of introducing a National Health Insurance (NHI) scheme to reduce overreliance on out-of-pocket expenditures and move towards universal coverage. By 2011 the need to introduce the NHI scheme in line with the Universal Health Coverage agenda had gained momentum. This political will culminated in the signing of the 2018 NHI Act No. 2. The goal of the Act is to guide the processes of establishing and managing the National Health Insurance scheme.
