A flourishing social security system in Monaco

Monaco enjoys particularly advantageous social protection thanks to the Caisse de Compensation des Services Sociaux (CCSS), financed entirely by employers.
This scheme, inspired by the French social security model, was introduced after the Second World War, in 1944.

The Caisse de Compensation des Services Sociaux covers various risks such as illness, maternity, disability and death, as well as means-tested family benefits.
For example, family allowances are paid from the first child, and medical care, such as dental implants, is better reimbursed than in France. Financed solely by employer contributions, the CCSS provides replacement income in the event of sickness, maternity, disability and death, as well as reimbursements of medical expenses and family benefits.

Some of these benefits are not means-tested, unlike family allowances in France. “says CCSS Director Bertrand Crovetto.

All employees benefit from social security coverage based on their income, with reimbursements of up to 100% for certain drugs.
Unlike France, Monaco does not practice third-party payment, but fraud is strictly controlled, enabling the system to remain stable and efficient.
To date, the scheme is in excellent health, with 69,000 policyholders.
The employer’s contribution should even be reduced by 1%, representing a saving of 25.4 million euros.

Since 2022, Italian workers residing in Italy with dependent children have received a universal benefit paid by theItalian National Social Security Institute, following a reform of the Italian-Monegasque agreement.
