The Social Security Regulatory Authority of Tanzania obliges the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC) to assess the feasibility of the proposed Single National Health Insurance(SNHI) before the respective bill is submitted to Parliament. This actuarial evaluation has kicked of this month supported by Providing for Health (P4H) partners, GIZ and USAID.
The SNHI would combine existing pre-payment risk pools in Tanzania and will be accompanied by enabling legislation amending currently existing acts as well as an administrative structure to manage funds and enrol participants. Under the USAID-funded Health Policy Project (HPP), a senior economist provided support to the MOHCDGEC’s Department of Policy & Planning (DPP) to conduct cost and fiscal space analysis, including several aspects of sustainability from a payer and provider perspective. These analyses were incorporated in the draft HFS as of June 2016.
The independent actuarial valuation is now adding further to this work to better understand the SNHI’s solvency and sustainability. Earnest & Young has been contracted as international consulting firm to lead this valuation supported by a national expert chosen by the Ministry.
