Belarus is changing its Constitution. In March, the President of Belarus signed a decree on the creation of a Constitutional Commission of 36 people, which gave a start to practical work on changing the basic law of the country.
Now, as of November 28, 2011, Head of the Presidential Administration of Berarus Igor Sergeenko said to the media that “the drafting of the updated version of the Constitution has reached its final stage. But nevertheless, there is still a minor revision, additional polishing on individual positions ahead. The main goal of the working group is to create the final configuration of the draft law that would meet the requirements of the present time and ensure the further development of our country, peace and harmony and well-being of citizens”.
According to him, the work on the updated version of the Basic Law of the country was quite intense: “Constant discussions, disputes, consultations. Today we can say that changes have affected almost all sections. Fundamental additions and changes have been made to 77 articles, 11 new articles have appeared and a new chapter is proposed that will disclose the status, powers, competencies of the All-Belarusian People’s Assembly,” – noted the head of the Presidential Administration.
Related to changes in healthcare, Article 45 on citizens’ right to health protection is to be expanded with additional phrase that free “medical care will be provided through state funds as dedined by regulations”.
Another newly proposed sentence in this article is that “Citizens are obliged to take actions to protect, strengthen and restore own health”.
