Burkina Faso-AMU : registration of civil servants effective June 2023

In order to implement universal health insurance in Burkina Faso, the Transitional Legislative Assembly submitted the matter for debate on Friday, March 3, 2023, in Ouagadougou. The Minister of State in charge of the Civil Service has announced measures for its imminent implementation.

To this question, could we add the question of whether universal health insurance would be a priority for the current government? Under what circumstances could the populations of Burkina Faso benefit from the effective implementation of universal health insurance?

“The various actions undertaken include a current and financial evaluation of the Health Insurance Scheme (RAMU), which has proposed financing models. Next, the preparation of a draft of a single planning document for health professionals’ acts, with a view to harmonizing the costs of services provided in all public health training programs. For this year 2023, it announces the demarcation of the registration of populations from the beginning of the first quarter with priority to the public agents of the State. This immatriculation of public officials must end no later than July 30, 2023.

Regarding RAMU’s financing mechanisms, the Minister explains that its resources are essentially made up of :

  1. of the contributions of the persons concerned ;
  2. des subventions de l’État ;
  3. du revenu des placements
  4. des dons.

This is in addition to the increases, penalties and delay penalties due to employer contributions, financial penalties applied to situations of fraud and any other resources attributed to the RAMU, pursuant to legislation or specific regulations.
