Burkina Faso: Orientation workshop on the health alignment framework

From March 28 to 30, 2023, the World Bank, in partnership with the Ministry of Health, organized an orientation workshop on the alignment framework in the health sector in Burkina Faso. The opening ceremony was presided over by the Minister of Health, Dr Lucien KARGOUGOU.

Dozens of stakeholders from the public and private sectors, technical and financial partners (TFPs) and civil society took part in this orientation meeting on the alignment framework in the health sector. With this workshop, Burkina Faso joins the three (03) other pilot countries in Africa, namely the Central African Republic, Ethiopia and Rwanda, in the alignment program supported at the highest level. The process is supported financially and technically by the World Bank and the Global Finance Facility.

The main objective of this workshop is to introduce participants to the alignment framework in the health sector in Burkina Faso. Specifically, this includes describing the basic components of the alignment framework and its expected outcome, explaining the process of applying the alignment framework, illustrating how stakeholders can engage productively in the diagnostic exercise, explaining the content of a national action plan aimed at improving alignment, examining the link between the results of the diagnostic exercise and the maturity model, and identifying the next steps for following up the process.

Alignment is a process of planning and implementing policies, strategies and priorities with all stakeholders at global and national levels, based on the fundamental principle of a single plan, a single budget and a single report. However, the Minister of Health pointed out that in practice, this clearly stated desire for alignment sometimes comes up against constraints of various kinds, notably political, institutional and organizational, which must be identified and overcome if the desired alignment is to succeed.
