The Ministries of Health, Humanitarian Action, Solidarity and the Elderly, and Women, Child and Family Promotion have drawn up a ten-year health development plan. The Ministries and their Technical and Financial Partners agreed that a certain number of themes should be explored in greater depth in order to anticipate implementation, and health financing is one of these themes. As a result, the thematic working group on health financing was given the task of drawing up a national policy document.
Previously, a process had been initiated between the government and TFPs as part of a P4H platform initiative. The aim was to draw up and implement a joint roadmap for the development of universal coverage. At the heart of this was the development of a healthcare financing strategy.
The two approaches come together in this document. Beyond the terms (“health financing” or “universal coverage financing” or “universal coverage development”), the three Ministries are working together to draw up a national policy document that outlines the path to access to quality care, regardless of financial capacity, for the whole of Mali’s population, according to need and protecting them from the risk of illness. The purpose of this progress report is to (a) finalize an agreement on strategic orientations, (b) identify the decisions still to be made, (c) set the terms for dialogue on finance between the 3 Ministries and between them and the Ministry of Finance.
