In order to guide the reform of the current healthcare financing system in terms of (i) resource mobilization, (ii) pooling resources, (iii) strategic acquisition of services, (iv) the structuring of services and the (v) governance, in order to influence progress towards CSU, Chad wishes to adopt a national health financing strategy (SNFS). The process began in February 2019 with the development of a concept note and the adoption of a roadmap.
The SNFS development process will be overseen by a steering committee, which will be responsible for guidance and validation. A technical committee will also be set up to monitor the work of the consultants and finalize the technical documents to be submitted to the Steering Committee.
The process will follow several stages, the most important of which are :
- Setting up a steering committee and a technical editorial committee,
- Diagnostic analysis of the healthcare financing system
- Consolidation of reform strategies and preparation of a three-year implementation plan
- Validation of the National Health Financing Strategy document
- Setting up a mechanism to implement and disseminate the strategy
