The second Orientation workshop on the health insurance law revision took place in Hanoi on 18th of October 2018. In his opening speech, His Excellency Vice Minister of Health Pham Le Tuan reiterated the Government’s commitment to achieve 95% of coverage and reduce OOP to 30% by 2030, as stated in the Resolution no. 20 of the Central Committee (25 October 2017). So far VSS Health insurance scheme covers 87% of the population.
Among the key issues discussed, the relevance of the creation of an additional benefit package, the financial sustainability of the fund, the inconsistencies and overlap of legislative instruments, the necessary revision of provider payment mechanisms and extension to the remaining uncovered population were prominent.
The workshop gathered 90 participants from Ha Noi: National Assembly, Government Office, MOH leaders, MOH departments, other ministries, VSS leaders, VSS departments, independent consultants, international organizations, VCCI, VGCL, academia, media, as well as 93 participants from DOH, VSS and hospitals of 31 Northern provinces.
The meeting was supported by the ILO-Lux project on Extension to Social Health protection in South East Asia and was attended by other DPs including WB, JICA, USAID/Abt associates
