It is expected that countries allocate a vaccine indemnification fund for procuring COVID-19 vaccine form the COVAX facility that essentially gives indemnity to vaccine makers if their COVID-19 shots cause adverse side-effects but more importantly secures treatment for its citizens in the case of such consequences.
The Philippines was the last to create such a fund in the last week of February when President Duterte signed the bill into law. The Congress allocated P500 million (USD 10.26 million) from the national government’s P13-billion contingent fund to create the COVID-19 National Vaccine Indemnity Fund that will compensate for adverse effects leading to hospital confinement, permanent disability or death.
The Philippine Health Insurance Corp. (PhilHealth) has been tasked with administering the fund to compensate patients, issuing guidelines, utilization and determining sufficiency.
