In the period from 11 – 30th October, 2019, the Ministry of Health of Mozambique has led different meetings to streamline its propostal of Health Financing Strategy. These meetings have gathered National and Provincial Directorates (both Directive and technical levels), development partners and civil society (local and international).
The Strategy will be focused on prioritising Health in the State Budget, taking advantage of the promising macrofiscal framework expected by the IMF in its last report on Mozambique (June 2019). Efficiency in allocation and use of resources is of foremost relevance in this strategy, and is being concretized for different sectors.
Main contributions from partners were:
– The lack of clarity in user fee policy and its contradiction with universal acess to services, – – – The gains of the idea of creating a complementary funding mechanism of “Social Health Insurance” to fund public provision of health services, while citizens’s work income is already being taxed, and quality of service provision is not expected to improve substantially.
