Benin was in danger of throwing out the baby with the bathwater, i.e. the UHIP experiment with its mixed results, to embark on the highly ambitious ARCH project. It is to be hoped that this risk will be minimized by the production of this document, which makes an effort to analyze UHIP from every angle. It’s a very decent piece of work for a difficult exercise where you want to find technical elements, process, political economy, in a language that has to be politically correct and not oriented on the part of individuals. It is gratifying to note that the two P4H missions, the second of which was coupled with the SG’s one and only meeting in a support country in December 2013, left their positive mark on the experience.
