The transfer of the functionality of regional information systems to the federal level and the aggregation of data from all regions is a key task for the Federal Mandatory Health Insurance Fund (FOMS) in the field of digital transformation. This was stated by Federal Mandatory Health Insurance Fund Chairman Ilya Balanin at a session of the XXVII St. Petersburg International Economic Forum.
Since the end of 2022, the Federal Fund has been developing the State Health Insurance Information System, which improves transparency and efficiency in the overall health insurance system.
“Over the 30-year history of the mandatory health insurance system, regional information systems were developed by different vendors, at different speeds, and with varying technologies. Therefore, our main task now is to transfer the functionality of regional systems to the federal level and aggregate data from all regions,” emphasized Ilya Balanin. “This will reduce the number of information flows between system participants, standardize exchange protocols and data formats, and improve the speed and quality of analytics.”
Since December 1, 2022, the fund has transitioned to issuing digital health insurance policies, integrating them into the Federal Unified Register of Insured Individuals (ERZ). More than 17 million insured individuals now have exclusively digital policies, with access to these policies available via the public services portal.
In 2024, the costs associated with obtaining a “second opinion” through artificial intelligence (AI) for mammogram analysis were included in the mandatory health insurance tariffs. In the first four months of the year, approximately 15% of all mammograms conducted as part of preventive medical check-ups utilized AI.
“We are observing a steady trend towards increased use of clinical decision support systems. As preparations for next year’s State Guarantee Program are underway, FOMS, in collaboration with the Ministry of Health, is assessing the potential to expand AI applications in other areas,” noted the Chairman of FOMS.
