1st phase :

• • Contribute to the finalization of the in-country evaluation methodology and final questions, and refine them in line with the lessons learned from the in-country work.

2nd phase :

• • List stakeholders in the country and their role/relevance to the evaluation
  • Map Global Fund governance structures and implementation arrangements – including the Ministry of Health and departments responsible for the national plan, the principal recipient(s) and sub-recipients, and the support network for other prime contractors/partners.
  • Create a PowerPoint presentation summarizing the above elements by country

3rd phase :

• • A country-by-country analysis of the bottlenecks and critical gaps identified through the assessment, both qualitatively and quantitatively.
  • A presentation of the interactions between the country’s governance and current implementation arrangements :
  • identify any gaps in the model,
  • opportunities to strengthen the current structure.
  • A maturity model that identifies strengths, bottlenecks and critical gaps to enable prioritization of actions by the Global Fund and partners.
  • Synthesizing the overall results of evaluations in all countries (according to an agreed presentation format) so that they can be integrated into the work of finalizing the Global Fund’s Framework for Governance and Effective Country Implementation.
  • Finalization of the in-country assessment methodology based on comprehensive lessons learned, so that it can become part of the Global Fund’s integrated risk management.
  • Comprehensive regional findings.
