Health Financing for UHC training co-organized by WHO and WB under the umbrella of the P4H Network in Ethiopia

Between 14-18 March 2022, WHO and WB (under the umbrella of the P4H Network) co-organized a health financing training with the Ethiopian Health Insurance Services (EHIS) and the Federal Ministry of Health (FMOH) on key concepts of health financing for Universal Health Coverage (UHC). The training brought together participants from the EHIS headquarters and regional branches, FMOH, and Ministry of Finance with the objective to strengthen capacity with key personnel on technical and policy issues critical for the realization of UHC in Ethiopia.

The training content was developed in close collaboration with the EHIS, FMOH and health financing experts from the WB and WHO headquarters (HQ), Regional Office for Africa (AFRO) and country office in order to tailor the sessions to the country context and capacity needs. Topics covered included Pooling Reforms, Revenue Raising, Strategic Purchasing, Fiscal Policy for Health, Public Financial Management, and Benefit Design.

As part of the training, two guest lecturers, Dr Panichkriangkrai from the International Health Policy Program (IHPP) in Thailand and Dr Dsane-Selby, CEO of the National Health Insurance Authority (NHIA) in Ghana, were invited to share lessons learned from their countries’ journey towards UHC. This unique opportunity to listen to and interact directly with these two experts was made possible with the help from the P4H network and WHO country office in Ghana.

The P4H Country Focal Person for Ethiopia was responsible for the coordination between EHIS, MOH, WHO, WB and other stakeholders involved in the development of the training and also facilitated several sessions together with colleagues from the WB and WHO HQ, AFRO and country office, the EHIS and FMOH.
