Health Insurance Fund held public hearings on pricing of its services

On June 29, 2022, public hearings were held on proposed prices for the services provided by the single payor — the  Social Health Insurance Fund.

Public hearings are required to approve the prices of services provided by a state monopoly entity, such as the Insurance Fund. The prices of the Fund’s services are calculated based on the costs of its activities, as well as the labor standards set by the Labor Code of Kazakhstan.

Participants included the Ministry of Healthcare of Kazakhstan, the National Chamber of Entrepreneurs “Atameken”, public associations in health care and the Antimonopoly authority.

The  Social Health Insurance Fund provides two types of services to the public (and to the government):

  1. accumulation of deductions and contributions,
  2. payment for the services of healthcare entities within the Mandatory Health Insurance system.

These services are regulated by the Entrepreneurial Code of Kazakhstan and the Law “On Mandatory Health Insurance”, which set the basis for calculating the cost of health insurance fund’s activities.

Representatives of the Fund explained that the draft prices for the Fund’s services are subject to state monopoly policies, and were going to be sent for examination to the Antimonopoly authority before approval by the Ministry of Healthcare.

According to the Law of the Republic of Kazakhstan “On Mandatory Social Health Insurance”, the Fund operates at the expense of a commission fee, annually approved by the Government of the Republic of Kazakhstan.

According to the Ministry of Healthcare, holding a public hearing to discuss the draft prices for services provided by the Fund demonstrates transparency of the Fund’s activities.
