In August 2024, CABRI facilitated a Policy Dialogue in Mauritius, convening finance, health, and local government officials from 13 African countries to address how public financial management (PFM) could enhance primary healthcare (PHC) facility autonomy. The event emphasized the synergy between ministries of finance and health, showcasing how facility-level financial autonomy could lead to improved healthcare outcomes.
Notable discussions included insights from Dr. Richard Kabagambe-Tureebe, who shared Uganda’s model for direct facility financing, and Dr. Hélène Barroy from WHO, who highlighted interim measures for facilities lacking bank accounts. Experts like Professor Kara Hanson and Moritz Piatti-Fünfkirchen discussed the role of tailored, low-risk autonomy in building efficient health systems while maintaining fiscal responsibility.
CABRI’s commitment to improving healthcare financing is ongoing, with a follow-up virtual event scheduled for early 2025, set to dive deeper into digital tools for facility financial management and other relevant themes. This continued engagement aims to build a more autonomous, efficient healthcare structure across Africa.
