As of September 2022, there were 23,408,478 people registered under the contributory regime and 25,491,507 under the subsidized regime, with a national coverage of around 99%. Only 25-30% of the affiliates are contributors who pay the corresponding social security according to their income. The burden of financing falls on the national budget (the part of the General Participation System destined to finance health under the responsibility of the territorial entities) and by means of capitation payment units disbursed to the Health Promoting Entities for each affiliate.
