In Qatar, healthcare is a public concern, as it is a constitutional right. This article critically examines how Qatari legislators incorporate appropriate national laws to meet public health needs and concerns, particularly access to quality healthcare. The law has been and will continue to be a fundamental tool for solving critical health problems in national and local communities. This article aims to identify practical, workable solutions to the legal issues that may arise in introducing universal health insurance in Qatar. In particular, the article demonstrates how economics must be taken into account when constructing national policy.
To improve Qatar’s health insurance scheme, the state is advised to make a rational economic choice and purchase health insurance from the private health insurance market with government intervention through sufficient regulations.
